Iowa's Automotive Repair Consumer Protection Act gives a consumer the right to a written or oral estimate whenever the expected repair cost will exceed $50. The final bill may not exceed that estimate by more than 10% unless the consumer approves a higher amount before repairs are finished. If repairs are orally authorized, the supplier must inform the consumer of the right to an estimate and note the consumer's response on a required form; if the consumer requests an estimate, it must be provided before work begins. Suppliers and repair facilities must retain copies of written estimates and disclosure forms for nine months.
